106 mining firms face possible suspension over missing 2026 work plans

The Ministry of Energy and Mineral Resources (ESDM) has warned that 106 mineral and coal mining companies risk operational suspension after failing to submit their 2026 Work Plan and Budget (RKAB).
The ministry’s Directorate General of Mineral and Coal has issued a series of warning letters—ranging from first to third notices—to the companies concerned.
According to an official letter (No. T-396/MB.04/DBM.OP/2026), the first warning was issued on Dec. 4, 2025, followed by a second warning on Jan. 26, 2026, and the initial phase of a third warning on March 9, 2026.
Through the letter, the Directorate General also invited mining permit holders that have yet to submit their RKAB to clarify the obstacles they face, while reiterating potential sanctions for non-compliance.
“Following up on the Director General of Mineral and Coal’s letters regarding the warning for submission of the 2026 RKAB,” the letter stated.
A report by Mysteel said several companies raised administrative and system-related issues during a recent meeting.
PT Bintangdelapan Wahana, for example, said it had received a third warning but was unable to submit its RKAB because its MinerbaOne account had not yet been activated. PT Asia Pasifik reported that it had not received any warning letters and encountered system issues, including a zero production quota recorded in the platform.
Genba Indo Resources faced a similar issue, as it has not yet been registered in the MinerbaOne system and therefore cannot submit its RKAB.
Other firms—including PT Aulia Prima Perkasa, KUD Nomontang, PT Bumi Halteng Mining and Trinusa Resources—reported problems such as lack of notification, incomplete system registration and lengthy feasibility study review processes, according to Mysteel.
The Directorate General has urged all companies that have not met their obligations to immediately respond to the third warning letter, detailing the status of their RKAB submissions and providing supporting documents, including system screenshots.
Failure to respond will be treated as non-compliance and trigger further sanctions.
Mineral and Coal Director General Tri Winarno said about 90% of RKAB submissions for 2026 had been approved as of mid-April, although some applications—particularly for nickel and coal—remain pending due to incomplete documentation.
“Almost done, approved RKABs have reached nearly 90%,” Tri said at the House of Representatives complex on April 15, 2026.
“If required documents are still missing, should we approve it? Of course not,” he added.
Earlier this month, the government approved around 210 million tons of nickel production and approximately 580 million tons of coal output under the 2026 RKAB.
Tri also noted that companies whose RKABs were not approved by the end of the relaxation period on March 31, 2026, may continue operations under certain conditions. However, firms whose applications are rejected twice must halt production.
“If it has already been rejected a second time, they cannot continue. But if it is only the first rejection, they still can,” he said at the Presidential Palace complex on April 8, 2026.
Previously, the government allowed companies without approved RKABs to operate at up to 25% of their three-year production targets. The policy remained in effect until March 31, 2026, under Circular Letter No. 2.E/HK.03/DJB/2025 dated Dec. 31.
For 2026, the government has set nickel ore production at 260–270 million tons, down from 379 million tons last year. Coal output is targeted at around 600 million tons, compared with 790 million tons in 2025.
The ministry has identified 106 companies that have yet to submit their RKAB and may face further administrative sanctions if they fail to comply. The full list is provided below:
