Energy ministry approves 664 mining work plans for 2026, more under review

The Ministry of Energy and Mineral Resources has approved 664 mineral and coal mining work plans and budgets (RKABs) for 2026 as of June 12, allowing companies to proceed with planned mining activities this year, a senior official said on Friday.
The approvals were granted after companies met technical, environmental, mining safety and state revenue requirements, according to Tri Winarno, Director General of Mineral and Coal at the ministry.
"Every mining activity must have a legal basis, a clear plan, and comply with all applicable regulations," Tri said.
Under Indonesia's mining law, holders of Mining Business Licenses (IUPs) and Special Mining Business Licenses (IUPKs) must obtain RKAB approval before commencing production activities.
The ministry evaluates submissions based on administrative requirements, mining plans, environmental compliance, safety measures and the fulfillment of state revenue obligations before granting approval.
Several applications remain under review, depending on document completeness and compliance with regulatory requirements, the ministry said.
The government has also tightened regulations governing RKAB submissions through Government Regulation No. 39 of 2025 and Energy Ministry Regulation No. 17 of 2025, while moving the entire submission and approval process to the electronic e-RKAB system.
According to Tri, the government has simplified RKAB reporting requirements without reducing oversight of mining safety, non-tax state revenue obligations, reclamation commitments and community development programs.
The ministry said it continues to provide assistance and coaching clinics for companies whose submissions require revisions. Common issues include exploration data, reserve estimates, mining plans, processing and refining details, marketing plans and corporate legal documentation.
Indonesia is the world's largest exporter of thermal coal and a major producer of nickel, tin, bauxite and copper.
