Regional LNG: MPA receives 14 proposals to enhance LNG bunker supply

The Maritime and Port Authority of Singapore (MPA) has received 14 proposals under its Expression of Interest (EOI) aimed at enhancing the supply of liquefied natural gas (LNG) as marine fuel in the Port of Singapore.
According to MPA in its release on Thursday, eighteen companies, including energy firms, fuel suppliers, traders, bunker operators, and storage providers, participated in the EOI. The diverse submissions highlight the industry's readiness to support sea-based LNG reloading, complementing existing onshore infrastructure and offering additional options for vessel operators.
Notably, eight proposals incorporated bio-methane and e-methane solutions. These fuels, produced from organic waste and renewable electricity respectively, can provide lower lifecycle greenhouse gas (GHG) emissions and support the maritime sector's transition to more sustainable energy sources.

MPA plans to collaborate with shortlisted companies to conduct sea-based LNG reloading trials in the second half of 2025. These trials will assess scalability, technical feasibility, safety, operational readiness, digital connectivity, and measures to address methane slip. Insights gained will inform MPA's review of the LNG bunkering licensing framework, aiming to enhance existing supply arrangements to better meet international shipping needs.
To support growing LNG demand, MPA anticipates inviting applications for additional bunker supply licenses—including those for bio- and e-methane—by early 2026. Further details will be provided in due course, MPA said.
