Rexline appointed design consultant for 50 MTPA limestone export hub in Timor-Leste

Engineering firm Rexline Engineering Indonesia has been appointed as design and engineering consultant for the development of a national-scale limestone export hub in Timor-Leste, a project led by Australian-based mining company Estrella.

The project is designed to establish Timor-Leste as a strategic bulk export gateway for regional and global markets, with an integrated mine-to-port system covering limestone mining, crushing, materials handling, and marine export infrastructure.

According to the project brief, the facility will have a design capacity of 50 million tonnes per annum (MTPA), supported by a 12,000 tonnes per hour (TPH) ship loading system. The development combines mining operations with port and logistics infrastructure into a single export corridor aimed at high-throughput, long-term operations.

Under its mandate, Rexline will provide end-to-end design leadership, including master planning of the export corridor, engineering of the crushing plant and mine interface, high-capacity conveyor and stockyard systems, as well as the design of port, jetty, and marine facilities. The scope also includes operability assessments, throughput optimization, and future expansion planning.

Key infrastructure planned for the project includes four high-capacity conveyor lines, integrated crushing and stockpile feed systems, and four dedicated berths capable of handling vessels ranging from 10,000 DWT barges up to 200,000 DWT bulk carriers. The port facilities are designed to enable rapid vessel turnaround and minimize demurrage costs.

Rexline said the project has been engineered with a focus on constructability, logistics efficiency, and long-term reliability, positioning the export hub as a scalable national asset rather than a standalone port facility.

Once developed, the Estrella limestone export hub is expected to play a central role in supporting Timor-Leste’s participation in the regional bulk commodities trade, while providing expansion-ready infrastructure to meet future demand.
